A bankruptcy is a public record in the sense that it is filed in a courthouse.  However, it is not generally searchable, and, unless you are famous, it is not usually publicized in the news.  When you attend the trustee meeting, anyone at the meeting will know that you filed, but, then, again, they filed, too.
